In the brochure “Advocating for safe movement as a climate change adaptation strategy for pastoralists in the Horn and East Africa: highlights and key messages” (2010, 22pp), the Institute for Security Studies (ISS), International Organization for Migration (IOM), UN Environment Programme (UNEP) and the UN Office for the Coordination of Humanitarian Affairs (OCHA) advocate for appropriate and comprehensive responses to reduce the risks of conflict and displacement associated with pastoralist livelihood activities. Such responses are intended to promote climate-change adaptation strategies for highly mobile and vulnerable populations in Eastern Africa. The publication is based on consultations with pastoralists in Ethiopia, Kenya, Somalia, Sudan, Tanzania and Uganda. It includes a call for action to create a normative framework for pastoralist security in mobility across the borders of these countries. This advocacy forms part of the Security in Mobility (SIM) initiative, an inter-agency collaboration aimed to reconcile pastoralist livelihood and security needs with broader regional security priorities.
