This activity focuses on urban planning in relation to the surroundings of towns.

It consists in ensuring that ‘factors [related to urban development] that may bring about negative or positive influences’ are identified ‘before an urban planning preparation is initiated’.

This is to be done on the basis that urban centers are linked with their surrounding urban areas and rural areas in economic, social, and administrative ways. And ‘it is therefore necessary to plan [for] urban areas [to] grow in cooperation with their surrounding towns and rural areas’.
