COMMENTARY 

Supporting pastoral systems to secure food security, and through peace and good governance. As in the case of Specific Objective (c), this one also logically follows on from the previous ones and is to be interpreted in that light. This means that ‘efforts to make pastoral areas sustainably food secure, peaceful; and where democracy and good governance are enshrined’ are to be coordinated in light of Specific Objective (a) and Specific Objective (b), that is in light of the common goal of centering pastoral development on pastoralism.

Specific Objective (d), as understood in light of the previous specific objectives, is contradicted by the policy Pillars.
