The N’Djamena Declaration adopted in May 2013 integrated the existing pastoral policy frameworks in Africa and set the priorities for a regional policy in the Sahel and West Africa in support of pastoralism. Building on the current National Agricultural Investment Plans, the Regional Agricultural Investment Programme, PRIA and the Country Resilience Priorities of the Global Alliance for Resilience Initiative (AGIR), the High-Level Forum on Pastoralism in the Sahel held in October 2013 in Nouakchott, Mauretania, offered an opportunity to move ahead toward a medium-term programmatic framework of action (encompassing institutional support, political reforms and investments) to benefit the six countries in the Sahel (Burkina Faso, Chad, Mali, Mauritania, Niger and Senegal), with a strong regional component.
