The IGAD Centre for Pastoral Areas and Livestock Development (ICPALD) review report “Gap analysis of cross-border trade policies, bilateral agreements and implementation challenges of IGAD Minimum Integration Plan” (2017, 54pp) was produced by the Regional Pastoral Livelihoods Resilience Project (RPLRP) funded by the World Bank. The report examines the regulations, challenges and performance of pastoral and agropastoral livestock trade in Ethiopia, Kenya and Uganda. It draws conclusions regarding i) livestock value-chain development in pastoral and agropastoral areas; ii) improving the implementation of policies, regulations and agreements; and iii) vesting additional powers and responsibilities in IGAD.
